Rockstar Games Co-Founder Explains Why Bully 2 Was Never Made
Bully 2 is one of the many Rockstar Games projects that never made it to release, but it remains close to the hearts of players. The first game was loved by many, and for years fans hoped the development team would pause work on GTA and Red Dead Redemption to focus on a sequel.
Now, Rockstar Games co-founder Dan Houser has revealed why the game was never created.

Dan Houser, who is no longer part of Rockstar Games, spoke with IGN USA and explained that the reason behind Bully 2 not being developed was simple and sadly ordinary: there wasn’t enough time or money to make the game.
“I think it was bandwidth issues,” Houser explained. “If you’ve got a small lead creative team and a small leadership crew you just can’t do all the projects you want.”
Over the years, Rockstar Games decided to focus on other projects. This choice led to huge successes like GTA 5 and Red Dead Redemption 2, both of which required a lot of time and resources. With the addition of online components to support, it became clear the team had no capacity to also develop another project — especially one like Bully. While the franchise is loved, it isn’t as big or guaranteed a success as Rockstar’s main IPs.
